Instead, the stumbling block for Topley’s participation in the PSL was the denial of the No Objection Certificate (NOC) by the England Cricket Board (ECB).
The NOC is a crucial document that permits players to participate in overseas leagues while fulfilling their national team commitments. In Topley’s case, the ECB’s refusal to grant the NOC for the PSL restricted his involvement in the tournament, leaving Multan Sultans in a tight spot.
